Management of minority educational institution cannot exploit its employees: Allahabad HC

Allahabad High Court in its judgment dated 10 September 2015 ruled that management of minority educational institution cannot exploit and harass its employees by taking provisions of the Article 30(1) of the Fundamental Rights of Indian Constitution.
Article 30(1) reads all minorities, whether based on religion or language, shall have the right to establish and administer educational institutions of their choice.

The observation came during hearing of a petition filed by a Kanpur based College principal, who was expelled by the management of minority education institute without proper inquiry. The Principal was sacked on charges of financial irregularities. 

Quashing the college management order, Justice MC Tripathi said that before sacking the Principal, it was necessary to give chance of hearing and counter examination of witnesses but inquiry officer did not follow the procedure. 

As per the Court, the management violated the UP Intermediate Education Act, 1921.

Renowned water policy expert Ramaswamy R Iyer died

Renowned water policy expert Ramaswamy R Iyer passed away on 9 September 2015 following a severe bout of viral fever in New Delhi. He was 86.
Iyer was known for producing a rich body of commentary on water policy and environmental issues. His opinion pieces in the national daily The Hindu were widely read and appreciated by regular readers.

His last held position was that of an honorary research professor at the Centre for Policy Research. Prior to that, Iyer served as Secretary of Water Resources in the central government as an officer of the Indian Audit and Accounts Service. 

He was instrumental in drafting India’s first National Water Policy in 1987. For his valuable contributions, he was also awarded with the Padma Shri in 2014.

He was born in October 1929 in Thakkalai, Tamil Nadu.

Hollywood Actor John P Connell died

Hollywood actor John P Connell passed away on 10 September 2015 following brief illness in Los Angeles. He was 91. He is survived by his wife, a son, a daughter, a son-in-law and a granddaughter.
He was best known as the star of the daytime TV drama Young Dr Malone. Connell was also an amazing television writer, playwright and prolific commercial voiceover artist.

Born in Philadelphia, Connell entered into the show business on Broadway in Time Limit and Uncle Willie and with the national company of Picnic. Connell also worked on other live TV broadcasts including Studio One in Hollywood, Kraft Theatre, You Are There and Goodyear Playhouse.

Before joining the show business, Connell was a radio operator and waist gunner with the Army Air Forces during World War II, where he received five battle stars and a Purple Heart. It is after the war that he turned to acting.

Prof Kumkum Dhar appointed as Vice Chancellor of Bhatkhande Music Institute

Noted Kathak danseuse Professor Kumkum Dhar was on 11 September 2015 appointed as Vice Chancellor of Bhatkhande Music Institute, a deemed university.  However, she will continue to hold the position as Head of the department and dean of the faculty of dance of Bhatkhande Music Institute.
Dhar succeeded the incumbent Vice Chancellor Prof Shruti Sadolikar Katkar, who was on extension. Her appointment was approved by Governor Ram Naik, as the Human Resource Development Ministry of Uttar Pradesh could not send names for the post.

Dhar will continue to hold this additional charge till the appointment of a regular Vice Chancellor. Dhar is the disciple of late Pt Lachhu Maharaj.

Union Government approved the purchase of 10 Heron TP drones from Israel

The Union Government on 11 September 2015 approved the purchase of 10 Heron TP drones from Israel. This 400 million US dollars proposal for buying armed missile-armed drones from Israel will enhance India's cross-border military strike capability.
These drones will be operated by the Indian Air Force (IAF), which has a fleet of reconnaissance drones. IAF also has a fleet of Harpy UAVs from Israel, which are self-destructing systems primarily tasked with taking out enemy radar positions.

The armed forces had earlier proposed for buying the same armed drones in 2012. But that proposal did not get political backing during the UPA-2 regime. Later, the project was revived and fast tracked by the Modi government in 2015 beginning. 

About Heron drones
• The Heron drone, developed by Israel Aerospace Industries, is capable for flying for 52 hours of continuous flight at medium altitude levels.
• Israel's armed Heron drones are similar to the Predator unmanned aerial vehicles (UAVs) that are capable of reconnaissance, combat and support roles.
• Heron drones can carry a payload of over 1000 kg.
• They are equipped with air-to-ground missiles that detect, track and take down targets deep in enemy territory.
India currently operates a fleet of unarmed Heron and Searcher UAVs for surveillance and intelligence gathering.

Eminent Kannada writer Dr. MM Kalburgi shot dead in Dharwad

The veteran Kannada writer and former vice-chancellor of Kannada University Dr Malleshappa Madivalappa Kalburgi was shot dead on 30 August 2015 at his residence in Dharwad. He was shot dead by unidentified persons.

The 77 year old Kannada epigraphist and renowned scholar of Vachana literature, Kalburgi was awarded the Sahitya Akademi award (2006) for Marga, a collection of his research articles.

A rationalist and a Communist ideologue, Kalburgi had run-ins with right wing Hindutva groups over the years.
He came under criticism in the 1980s from the lingayats community of Karnataka, after he was accused of making "derogatory references" to Basava, a 12th-century philosopher who is revered by the community.

In 2014, he had spoken openly against idolatry in Hinduism in support of another Kannada writer UR Ananthamurthy.

US Open: Leander Paes, Sania Mirza in finals

In a double delight for Indian fans, veteran tennis star Leander Paes and Sania Mirza stormed into the finals of the US Open mixed Doubles and women's doubles draw respectively with common partner Martina Hingis.


Fourth seeds Paes and Hingis were in top form as they staved off a tough challenge from the second-seeded pair of Rohan Bopanna and Yung-Jan Chan of Chinese Taipei 6-2, 7-5.

Both the teams served four aces each but the Bopanna-Chan combine suffered on the unforced errors count, which was 12 as compared to 9 from Paes and Hingis.

The Indo-Swiss pair will now face the US duo of Bethanie Mattek-Sands and Sam Querrey.

Earlier Hingis combined superbly with Sania as the duo made it look relatively simple against the Italian pair of Sara Errani and Flavia Pennetta 6-4, 6-1.

The top-seeded pair will take on the winner of the second semi-final match between Casey Dellacqua (Australia)-Yaroslava Shvedova (Kazakhstan) and Anna-Lena Groenefeld (Germany)-Coco Vandeweghe (USA).

Both the Indian players saw success on Court 17 as a host of nation's tennis fans turned up to back their stars in action.

Paes not only thanked all the fans, who came in numbers to support the stars.

"I thank all the Indians who came here to support me and Martina and also Sania and Martina in the other game," Paes said.

There was disappointment though in the Junior Girls Singles category as Karman Kaur Thandi's winning run ended against Dalma Galfi in the third round. The 17-year-old Indian went down against the second-seeded German 6-4, 7-6.

India announce 30 probables for South Africa series

Medium pacer Mohammad Shami, recuperating from shoulder surgery, and left-arm spinner Pragyan Ojha, back with a remodelled action, were among the 30 players called by the BCCI’s senior selection committee for a preparatory camp ahead of the South African team’s forthcoming tour of India.

Shami has been out of reckoning after the ICC Cricket World Cup owing to a shoulder surgery and missed India’s away series against Sri Lanka and Bangladesh besides cash-rich IPL.


Left-arm spinner Ojha will look to stake claim with his remodelled action that has been cleared by ICC as he showed some form while playing for India A against Australia A. He is currently touring Sri Lanka with the Bengal team.

The likes of Gautam Gambhir, Yuvraj Singh, Robin Uthappa and Virender Sehwag’s names were not even considered for the 30-member probable, indictaing that they are completely out of the mix as far as selection in the senior team is concerned.

The probables' list comprises of 12 specialist batsmen, three wicketkeepers, one all-rounder and 14 bowlers, including eight fast bowlers and six spinners.

In case of Shami and Wriddhiman Saha, their fitness will be assessed ahead of the gruelling 72-day series which includes four Tests, five ODIs and three T20 Internationals.

The camp will be held in Bengaluru from September 21 to 27.

Union Government identifies 305 cities for implementing ‘Housing for All’ scheme

Union Government has identified 305 cities and towns across 9 states for implementation of its flagship ‘Housing for All’ scheme. 305 cities were identified by Union Ministry of Housing and Urban Poverty Alleviation (HUPA) for beginning of construction of houses for the urban poor under the scheme. In this regard, HUPA Ministry will provide assistance of over 2 lakh crore rupees over the next six years for construction of houses  to enable two crore urban poor own their own houses. Selected cities and towns are in these states: Chhattisgarh (36 cities and towns), Gujarat (30), Jammu and Kashmir (19), Jharkhand (15), Kerala (15), Madhya Pradesh (74), Odisha (42), Rajasthan (40) and Telangana (34). These 9 states along with other 6 more states have signed Memorandum of Agreement (MoA) with HUPA Ministry for their commitment to implement 6 mandatory reforms essential for making the housing for all mission successful in urban areas. 15 states which have agreed to implement the mandatory reform measures are Bihar, Chhattisgarh, Andhra Pradesh, Manipur, Nagaland, Gujarat, Jharkhand, Jammu and Kashmir, Kerala, Madhya Pradesh, Mizoram, Odisha, Telangana, Rajasthan and Uttarakhand. About Housing for All Scheme Union Government had launched this scheme named as Pradhan Mantri Awas Yojana in June 2015 under the aegis of Housing for All by 2022 Mission. Under this ambitious scheme government plans to build two crore houses for the poor in urban areas by year 2022, which coincides with 75 years of Independence. It has four basic components viz. slum rehabilitation, affordable housing, credit linked interest subsidy and beneficiary-led individual house construction or enhancement.
